英国女王伊丽莎白二世国际金融顾问、伦敦金融城第678任市长

作为2005年至2006年的伦敦金融城市长,我当时有两个角色。第一个是政府角色,是合作建设大伦敦市的政府领导之一、英国和伦敦最主要的经济区——伦敦金融城及其运营机构——伦敦金融城政府领导、行政长官。同时我也作为一个更加广泛的商业角色,在英国和世界整体范围内建立和巩固伦敦作为世界金融商业中心的地位。

专业分析师告诉我们的是,伦敦金融城拥有44%的全球资产,每天有价值7530亿美元的外资交易。同时,伦敦金融城是世界上最大的国际保险市场,世界500强企业中有75%已经在伦敦金融城设立了它们的分公司。在伦敦金融城有287家外国银行——比其他任何欧洲的金融中心,甚至纽约和东京都要多。

伦敦金融城成功的原因有很多,如完善的税收制度、悠久的历史沉淀、合理的市场规模和流动性、各行业专业人士的支持、优越的基础设施建设、理想的地理环境,以及有效地融合了东方和西方的文化等。伦敦金融城,这个城市的威望、技能和规划建设,显示出其已经在世界商务和金融舞台拥有了相当卓越的地位,在经济繁荣和经济萧条时同样重要。

另外,“人”的因素在伦敦金融城的发展中起到了至关重要的作用。成千上万的金融公司和其他相关的专业公司在这“一平方英里”(The Square Mile,伦敦金融城的通俗说法)和金丝雀码头(Canary Wharf)运作,这意味那里是智慧的聚集地。每天有三十多万人在这方圆之地做着全球商业的延伸——国际公司以及国际工作的合作。在“一平方英里”工作的人员素质在金融服务组织中普遍具有相当强的竞争力,且带动了全英国乃至欧洲的市场。

但是,任何一个城市都不能说有绝对的、永恒的辉煌。在变化莫测的全球金融中心——伦敦金融城不得不找到一个新的途径来保持其竞争优势。当然,在过去的许多年里,伦敦金融城已经不断地提高并完善其在国际金融市场中的份额。

我们认为伦敦金融城成功的关键是国际性的合作关系。这就是我为什么认为与中国的关系至关重要的原因。我真的非常高兴,在我任职期间有两次机会访问中国。第一次访问在2006年2月和3月初,活动内容主要集中在香港、成都、重庆和深圳,第二次是9月,去的是北京、上海、天津、大连和沈阳。在两次访问中,同行的还有以英国著名公司代表组成的金融服务代表团。为了表达我们进一步合作的愿望,这些公司大部分已经在北京或上海建立了自己的代表处。伦敦金融城在中国的代表处已经从英国驻北京大使馆和英国驻上海领事馆得到了许多帮助。

同时,我也很高兴借李先生关于伦敦金融城的著作出版之际,邀请中国的商人、投资者、考察者和旅游者来伦敦,并且我已经荣幸地邀请到来自上海、深圳、重庆、辽宁和中国其他一些地区的领导人来伦敦金融城。

As Lord Mayor of the City of London for 2005/6 I have a dual role.I am head of the Corporation of London, the governing body for the Square Mile, London's financial district. I also have a wide business role, working for Britain as a whole and supporting the City of London as the world's leading international financial and business centre.

The statistics tell their own story:London has 40% of the global foreign equity market and$753bn worth of foreign exchange turnover takes place here everyday. It is the world's largest market for international insurance,75% of Fortune 500 companies have London offices and there are 287 foreign banks in London——more than any other European financial centre, New York or Tokyo.

There are many reasons for the City's success:its tax structure, historic institutions, the size and liquidity of its markets, expert support and infrastructure and its ideal location, straddling time zones between East and West. The City's reputation skills and infrastructure mean it has maintained the prominent place on the World Business Stage, even in leaner times.

Yet, the ultimate key to the success of the City is the people in it. The cluster of financial services companies within the Square Mile and in Canary Wharf means there is a huge pool of talent. Some 300,000 people work in the City everyday and there is a global spread——international companies with an international workforce. The quality of people working in the‘Square Mile'gives it an unrivalled scope and expertise, across the spectrum of the Financial Services community. It drives both the British economy and the European markets.

However, no city has the given right to be world class. In an age of uncertainty a global financial centre like London has to discover new ways to retain its competitive advantage and over the past ten years London has increased or maintained its market share in international financial markets.

We consider working in partnership internationally to be crucial to our success. That in why we place such value on our relationship with China. I am very pleased that I am making two visits to China in my year in office. In my first visit in February and early March, my programme encompasses Hong Kong, Chengdu, Chongqing and Shenzhen, and in September I will go to Beijing, Shanghai, Tianjin, Dalian and Shenyang. I will be accompanied by a high level business delegation from UK-based financial services on both visits. To demonstrate further our commitment to China, The City of London Corporation now has representation in Beijing and Shanghai. In view of the increasing demand for support for the development of financial services, the City Representation will supplement the help we already receive from the United Kingdom Embassy in Beijing and the Consulate in Shanghai. I have also been very pleased to welcome Chinese visitors to London. I have already welcomed here President Hu Jintao and leaders from Shanghai, Shenzhen, Chongqing, Liaoning, and elsewhere.
