第一章 区域协同

摘要

区域协同对区域经济发展有重要的促进作用。本章首先探讨了我国的经济区划分，介绍了区域经济四大板块的经济与区域合作的基本情况。改革开放以来，我国的区域合作取得了不错的成绩，区域合作逐步上升为国家战略，形成了多种区域合作模式，基本形成了全方位、多层次、国际性的区域合作格局；同时我们也获得了一些成熟的经验，如依靠政府与市场的双重力量推动区域合作，重视区域规划的引导作用，发挥城市群和区域性中心城市的带动作用。随着“一带一路”构想的提出，需要对各大区域进行优势分析，继而对区域合作提出新要求，如推动区域协同发展，发挥国家与政府的引导作用，积极参与国际合作，进一步完善合作机制。在“一带一路”的背景下，我国要超越区域合作，在更高层次上加强区域协同发展，本章从不同角度介绍了区域协同，如目的、内容、重点和机制，进而提出了相关发展对策，如建立多层次的协同保障机制，加强区域协同创新。

Abstract

Regional synergy plays an important role in regional economic development.This article first discusses economic zoning in our country,especially introducing the basic situation of regional cooperation and economic of four plates about regional economic.After the Reform and Opening,regional cooperation gets some good results,such as it gradually rising to the national strategy,having several patterns,basically forming a comprehensive,multi-level,international structure.We also received some mature experience,relying on the government and the market to promote regional cooperation in the double,adhering to planning ahead,playing the leading role of cities and regional central cities group.With the proposed“The Belt and Road Initiatives”,we need analyze the advantages of each region.Regional cooperation puts forwards several new requirements,such as promoting regional coordinated development,improving the cooperation mechanism,actively participating in international cooperation undergovernmentguidance.Considering“The Belt and Road Initiatives”,we must transcend regional cooperation to regional co-development at a higher level.Regional synergy was introduced from different perspectives,such as purpose,content,focus and mechanism.And then the relevant development steps are proposed,strengthening the“five-coherent”building and regional co-innovation,establishing a multi-level and coordinated protection mechanism.

改革开放以来，我国的区域合作取得了不错的成绩，积累了不少经验。随着“一带一路”建设的推进，我们需要进一步扩大区域合作，大力推进区域协同发展。区域协同是区域经济发展的重要环节，能有效地缩小地区差异，使资源要素在更大范围内得到优化配置，并能有效地促进沿线地区和谐、有序地发展，避免恶性竞争。加强区域协同对建设“一带一路”有重大作用，也是西部大开发的重要组成部分。
