4.9　Auxiliary Plant

4.9.1　The rolling plant shall be provided with a separate roll shop and associated equipment.

4.9.2　The rolling plant shall be provided with a testing laboratory.The testing laboratory can be arranged separately or arranged according to the general plan of the entire plant.

4.9.3　The rolling plant shall be provided with a area substation.

4.9.4　The rolling plant shall be provided with a water supply and drainage system and water treatment facilities，which shall meet the requirements in the current national standard GB 50506 Code for Design of Water Saving for Iron and Steel Enterprises.The reuse percentage of circulating water shall not be lower than 95%.

4.9.5　The rolling plant shall be provided with compressed air supply facilities.

4.9.6　The safety，fire fighting，and environmental protection facilities shall meet the following requirements:

1　Effective control and preventive measures shall be taken and appropriate facilities shall be provided against possible occupational safety and environmental hazards，such as fire，explosion，mechanical damage and injury，equipment accidents，and smoke and dust，harmful gas，noise，heat radiation，and radioactive radiation，etc.，at the production spots，according to the requirements related with production safety and health in applicable national codes and standards.

2　The waste gases，waste water，and waste liquids produced in the production process shall be treated to the criteria specified in the current national standards GB 9078 Emission Standard of Air Pollutants for Industrial Kiln and Furnace，GB 16297 Integrated Emission Standard of Air Pollutants，and GB 13456 Discharge Standard of Water Pollutants for Iron and Steel Industry and other applicable current national codes and standards，before they can be discharged/emitted.Waste steel slabs，shearing scraps，iron scale，slag，waste refractory，and waste oil，etc.，equal be collected and then transported to a designated place or recycled.

3　Low-noise equipment shall be selected in the design；sound insulation，sound absorption，and sound suppression measures shall be taken for high-noise equipment，to ensure the noise emission meets the requirements in applicable current national codes and standards.
