1　General Provisions

1.0.1　This code is developed to regulate the design of power supply and distribution systems in conformity with national technical and economic policies promulgated by the state and ensure that they are safe，reliable，technically advanced，and economically viable.

1.0.2　This code applies to the design of new，extension，or modification projects of power supply and disribution system.

1.0.3　The design scheme of power supply and distribution systems shall be developed comprehensively taking account of the load characteristics，power demand，project characteristics，and local power supply conditions.

1.0.4　Power supply and distribution systems shall be designed based on the project characteristics，scale，and development plan，taking account of both the long-term and short-term plan such that the short-term use requirements are met while keeping an eye on the future development.

1.0.5　The design of power supply and distribution systems shall consider the use of electrical products that are energy-efficient，environmentally friendly，functionally advanced and safe，meeting the relevant national standards in force.

1.0.6　This code specifies the basic technical requirements for the design of power supply and distribution systems.When any clause in this code conflicts with relevant laws and administrative regulations of the state，the latter shall prevail.

1.0.7　In addition to this code，power supply and distribution systems shall be designed in compliance with relevant national standards in force as well.
