2 Basic Requirements

2.0.1 The rolling mill mechanical equipment installation shall have corresponding construction technical standard,quality management system,quality control and inspection institution,construction organization design and construction operation documents.

2.0.2 The construction drawing modification shall have signed documents from the design company.

2.0.3 The metrological verification and calibration qualification instruments shall be used in the quality inspection and acceptance of rolling mill mechanical equipment engineering.The accuracy shall meet the accuracy requirements of inspected item,also need to guarantee that their utility shall within valid period.

2.0.4 People engaged in special operations shall hold special-type work safety operation certificate and professional qualification certificate for rolling mill mechanical equipment installation,and can work for approved items and in recognized scope of work.

2.0.5 Equipment installation shall be performed in accordance with the prescribed procedures.Complete the inspection,acceptance,and then compile the records after each procedure accomplishment.The next construction procedure cannot carry on without inspection and acceptance.

2.0.6 For equipment secondary grouting and other concealed works of rolling mill mechanical equipment installation,construction company shall carry out and pass the self-inspection first,and then notify supervisor and relevant companies to check and sign an acceptance record before concealed works is executed.

2.0.7 Inspection and acceptance shall be carried out in accordance with the division of subsection project,subentry project and unit project after construction company have finished and passed the selfinspection.The division of subsection and subentry engineering for rolling mill mechanical equipment engineering should be in accordance with those specified in Table 2.0.7.

2.0.8 Subentry engineering quality inspection and acceptation shall be in accordance with the following requirements:

1 Main control item inspection shall meet the requirements of this code;

2 Mechanical equipment of general item inspection shall meet the requirements of this code;

3 Processing steel structure of general item,80% or more checkpoints(volume)shall meet the requirements of this code.For the rest ones,the maximum inspected volume shall not exceed 1.2 times of the allowable deviation value;

4 Quality inspection record and quality acceptance certificate shall be complete.

2.0.9 Toleration precision of rolling mill mechanical equipment engineering installation shall be divided as two grades:

1 LevelⅠaccurate item:Include the strip rolling mill,strip tandem mill(roughing mill and finishing mill),skin pass mill,pipe tandem mill,high speed wire-rod mill,bar mill,sectional bar tandem mill,heavy and medium plate mill etc.;

2 LevelⅡaccurate item:Include the cogging mill,billet mill,piercer,welded pipe mill etc..

2.0.10 Equipment single test run shall be in accordance with the following requirements:

1 The construction company shall compile the single equipment test run proposal and get approval from the chief supervisory engineer(or project owner technical principal)before formal continuous test run,and then carry out the test run.

2 The construction of rolling mill mechanical equipment,the corresponding auxiliary devices and piping shall be completed.Construction records and documents shall be complete.The system of hydraulic,lubrication,pneumatic,water,air,emulsion,electric etc.shall complete commissioning and all the items shall meet the requirements of test run.

3 All the required energy,media,materials,mechanical machine and tools,inspection instruments,safety and protect devices etc.shall meet the requirements of test run.

4 Safety and protection devices of equipment shall meet the requirements of relevant technical documents.

5 Clean up the test run equipment and surrounding area;there shall be no dust and noise work carried out around this area.

6 Movement of the control element like clutch,braking device and limit switch shall be accuracy and flexible.

7 The test run time and times of single equipment shall meet the requirements of design document.If there is no requirement from the design,it shall be in accordance with the following requirements.

1)Continuously run the continuous running equipment not less than 2 hours;

2)Reciprocating movement of the out and back running equipment in full stroke or rotary scope shall be not less than 5 times.

8 Perform no load continuous test run after single equipment no load test run and continuously operate and run the equipment 3 times comply with the linked program and time requirements indicated in the design document.

9 Test run equipment bearing temperature shall meet the requirements of design document.If there is no requirement from the design,it shall be in accordance with the following requirements:

1)The bearing temperature warming up shall be not exceed 40℃and the maximum temp-erature shall be not exceed 80℃during rolling bearing normal working;

2)The bearing temperature warming up shall be not exceed 35℃and the maximum temp-erature shall be not exceed 70℃during slide bearing normal working.

10 Carry out the following works after each test run:

1)Cut off power supply and other power source;

2)Carry out necessary air-bleed,water discharging,descaling and greasing;

3)Discharge the pressure of the equipment remaining pressure.

11 Driving parts shall be flexible,stable and without abnormal vibration and noise;

12 All the fasteners,connecting pieces shall not be loose.

2.0.11 The subsection engineering quality acceptance shall be in accordance with the following requirements:

1 The quality of all the subentry engineering included in the subsection engineering shall be qualified;

2 Quality control documents shall be complete;

3 Equipment no load test run shall be qualified;

4 The equipment safety protection facilities shall be complete,reliable and the action of limit switch shall be accurate.

2.0.12 Unit project quality acceptance shall be in accordance with the following requirements:

1 Subsection engineering included in the unit engineering shall be all qualified;

2 Quality control documents shall be complete;

3 Equipment no load test run shall be qualified;

4 Visual quality inspection shall be qualified.

2.0.13 Unit engineering visual quality inspection item shall be in accordance with the following requirements:

1 The bolts,nuts and washers are fully equipped in accordance with the design.The bolt shall be exposed outside after tightening.The exposed threading of bolt shall be no defect and the going through direction of bolts shall be consistent except the reason caused by the structure;

2 The pipe shall be no oil leaks,water leaks and air leaks;

3 The pipe laying shall be reasonable,arranged in neat rows;

4 The sound insulation and heat insulation material laying thickness shall be evenly,the binding shall be firm and the surface shall be smooth;

5 The paint coating shall be even,no missing,no peeling,no obvious wrinkle,no bubble and the color shall be the same;

6 The walkway,ladder and handrails shall be fixed firmly and no appearance defect;

7 The welding seam ripple shall be even and the welding slag and splash shall be cleaned up;

8 The incision position shall be without slag;

9 Equipment shall be without defects,exposed machined surface shall be protected good;

10 The construction site management shall be in order and no construction sundries around the equipment.

2.0.14 The engineering quality acceptance record of rolling mill mechanical equipment shall be in accordance with the following requirements:

1 Subentry engineering quality acceptance record shall meet the requirements of appendix A of this code;

2 Subsection engineering quality acceptance record shall meet the requirements of appendix B of this code;

3 Unit engineering quality acceptance record shall meet the requirements of appendix C of this code;

4 Equipment un-load test run record shall meet the requirements of appendix D of this code.

2.0.15 Handle and rework timely on the unqualified engineering quality and perform inspection and acceptance for them again.

2.0.16 The unqualified engineering which still fail in safe using after processing and rework shall be rejected in acceptance.

2.0.17 Rolling mill mechanical equipment engineering installation quality acceptance procedure shall be in accordance with the following requirements:

1 After quality pass the self-check by the construction company for the subentry engineering,the project owner(supervisor)shall organize the professional technical staff and quality responsible people from the construction company to carry out the inspection and acceptance action;

2 The construction company shall raise the inspection application on subsection engineering based on the qualified subentry engineering.The project owner(chief supervisor engineer)shall organize its project responsible person and project technic responsible person of the construction company,the supervising company,and the design company etc.to perform joint inspection;

3 The construction company shall raise the inspection application to the project owner after complete the unit engineering.The project owner shall organize the responsible people from the construction company,supervising company and design company etc.to carry out joint inspection and acceptance;

4 When awards the project to the subcontractor,the general contractor shall fully responsible for the engineering quality,and perform inspection application.
