3　Basic Requirements

3.1　Construction Basis

3.1.1　Before construction，the technical documentation，such as construction organization design and construction plans shall be approved and provided.

3.1.2　Construction of waste heat power generation shall meet the requirements of design documentation and equipment technical documentation.

3.1.3　Equipment，major components and materials shall have certificate of quality.

3.1.4　Before installation，main equipment shall be rechecked and certificated.For any defect found，the treatment scheme shall be studied.

3.1.5　When construction carried out in cold environment，measures for protecting material and equipment from damage and to ensure construction quality shall be adopted in accordance with the characteristics of material and equipment，and requirements of construction technology.

3.1.6　The selection of construction technology，equipment，and tools shall be in accordance with the following requirements:

1　The construction shall apply new equipment，new process，new technology，and new material of environmental friendly；and outdate the construction technology and products with high energy consumption and high pollution.Prohibit applying high energy consumption equipment that are eliminated according to the state regulation；

2　Temporary power supply shall apply safe and energy saving equipment with simple and reasonable circuit layout，and the equipment should adopt automatic control device.
