3.2　Construction Preparation

3.2.1　The construction preparation works shall be in accordance with the following requirements:

1　Fully understand the requirements of design documentation and equipment technical documentation，when the design documentation are not in conformity with the construction technology，the design modification is required to be proposed in written before construction；

2　Organize all parties to carry out design documentation reviewing，and the reviewing result shall be recorded in written as reference for the modification；

3　The design presentation shall be carried out in written.

3.2.2　The construction only can be carried out after the construction organization plan is approved，the construction organization plan shall meet the relevant requirements of the current national standard Code for Construction Organization Plan GB/T 50502，and the following requirements shall be also met:

1　The construction sequence shall be arranged and the construction programs shall be prepared according to the equipment installation sequence，butt joint timing of gas duct between waste heat power plant and cement production line，and the requirement of operation；

2　The construction arrangement shall be reasonable while selecting and arranging the crane equipment，traffic route，temporary pipeline and construction field；

3　Waste heat power generation project construction shall not influence the normal production and maintenance of current cement plant.

3.2.3　Before construction is carried out，construction program and safety technical measures shall be prepared in accordance with the construction organization plan.

3.2.4　The measuring implements，weighing apparatus applied in construction period shall comply with the related regulation of legal metrology management.

3.2.5　The acceptance and maintenance of mobilization equipment and material shall be in accordance with the following requirements:

1　The mobilization equipment，and construction material，and components shall have product certificates，material quality certificates，and the records shall be created for storage；

2　The mobilization equipment and material shall be recorded，classified，and identified；

3　Before equipment are installed，the storage works shall be carried out according to the weather conditions，ambient circumstance，storage duration and the regulations of equipment technical documentation；

4　The equipment and material，the quality of which is doubtful，shall be verified；

5　The equipment and material，the quality of which is doubtful and required verification，shall be identified and stored properly and separately；

6　Before installation of equipment that will be stored for long time or are placed in the circumstance with corrosive gas，the corresponding treatment shall be carried out according to the corrosion situation.
