Thinking on the Strategic Positioning and Innovative Development of the China-Belarus Industrial Park
Since China and Belarus established a comprehensive strategic partnership in 2013,the two sides have continuously enhanced mutual political trust and achieved remarkable results in economic cooperation.Belarus enjoys superior geographical position and serves as a key link in the Silk Road Economic Belt.With construction started in March 2015,China-Belarus Industrial Park(hereinafter referred to as the“Park”),covering an area of 112.5 square kilometers,is the largest investment attraction project in Belarus and China's largest overseas economic and trade cooperation zone.
In February 2019,the Park was approved as the first regional special economic zone in Belarus,serving as a landmark project of China-Belarus cooperation in building the Silk Road Economic Belt.It is a pearl along the B&R and a model of its kind.It holds an important strategic position and will have a profound influence on the order of EU,Central and Eastern Europe and Eurasia.
In January 2019,RDI and the Institute of Russian,Eastern European & Central Asian Studies of CASS jointly completed a research report entitled“Thinking on the Strategic Positioning and Innovative Development of the China-Belarus Industrial Park”.
The report analyzes in detail the development process,development status and development difficulties of the Park,and puts forward relevant suggestions on how to solve the problems:1)integrating concepts and policies,and promoting Belarus to give preferential policy of“Early and Pilot Implementation”to the park; 2)carrying out multi-channel financing and risk sharing by introducing multilateral development financial institutions in addition to government funding; 3)actively developing pillar industries,forming an industrial cluster with core competitiveness and organizing R&D and production according to the demands of the neighboring market; 4)strengthening the coordination of Chinese and Belorussian laws,regulations and standards; 5)launching accurate investment attraction for the Park,especially enterprises with better performance and innovation capability; and 6)strengthening its international cooperation and exchange with other parks; and 7)cooperating extensively with universities and research institutes to train talents for the development of the Park.
The report was highly valued by senior leaders,and relevant suggestions it provides has been used as reference for better constructing and developing the Park.
Accelerating the Innovation Breakthroughs of the Emerging Technologies of Military-civilian Integration by Grasping Opportunities and Making Forward-looking Arrangement
Science and technology are the primary productive forces and the core combat effectiveness.Military-civilian coordinated innovation in science and technology is the most critical and active area in military-civilian integration.In order to thoroughly implement military-civilian integration stra-tegy and promote the military-civilian coordinated innovation in science and technology,RDI has conducted an earnest study in accelerating the innovation breakthroughs of the emerging technologies of China's military-civilian integration in accordance with the systematic research on the development trends at home and abroad.
On April 18th,2019,RDI,CCID of MIIT,CCUD,and Tellhow Sci-Tech Co.,Ltd.jointly formed a research report entitled“Accelerating the Innovation Breakthroughs of the Emerging Technologies of Mili-tary-civilian Integration by Grasping Opportunities and Making Forward-looking Arrangement”.
The report systematically reviews the development trend of emerging technologies in military-civilian integration at home and aboard.Based on the research and analysis of the documents of such institutions as the White House Office of Science and Technology Policy,the Federal Mini-stry for Economic Affairs and Energy of Germany,the International Institute for Strategic Studies,it proposes to accelerate the innovation breakthroughs of the emerging technologies of China's military-civilian integration.The report focuses on eight major scientific and technological fields,including AI and robot technology,new energy technology,new material technology,additive manufacturing technology(3D printing),virtual reality and digital simulation technology,space technology,and human augmentation technology.It comprehensively study development status at home and abroad,major market players,impact on society,economy,and military,etc.,aiming to give suggestions on the key technical directions and industrialization of military-civilian integration through analysis and research of emerging technology trends.
The report puts forward the following five suggestions:1)giving full play to the institutional advantages of military-civilian integration,actively carrying out research on the dual-use core technology system,and breaking the bottleneck of emerging technologies; 2)fostering an ecological environment for scientific and technological innovation,sharing R&D investment through commercial applications,promoting military-civilian coordinated innovation,and accelerating military applications; 3)exploring and establishing emerging technical innovation platforms,giving full play to the carrier role of various innovation platforms or bases such as military-civilian integration industrial parks,producing the effect of industrial clusters,and promoting technological innovation and industria-lization; 4)paying attention to the overall strategic planning to lead the development,intensifying the overall planning at the top level,focusing on the strategic direction and conducting research on relevant basic theories and their applications in advance,so as to achieve systematic breakthroughs in weak links; and 5)establishing a new discourse system in military-civilian integration and clearly formulating the new industry and investment policies at the national level based on the concept of future industry.
The report was seriously taken by senior leaders and shows far-reaching influence on boosting the development of strategic emerging indu-stries,optimizing industrial layout and breaking the international competition pattern of the military-civilian integration.
Analysis of the Political Situation after Kazakhstan Presidential Election and China's Responses
On June 9th,2019,Kassym-Jomart TOKAYEV was officially elected President of the Republic of Kazakhstan.Since then Kazakh politics has entered a unique power transition period.On June 13th,2019,RDI and the Institute of Russian,Eastern European & Central Asian Studies of CASS jointly formed a research report entitled“Analysis of the Political Situation after Kazakh Presidential Election and China's Responses”.
The report points out that during this power transition period,Nursultan Äbishuly NAZARBAYEV as the first President of the Republic of Kazakhstan and the“Leader of the Nation”will remain his strong power to make sure the country will turn into another chapter of sustainable development with high quality.He will help the leading party and government better select the suitable successor after this period.The orientation of Kazakhstan's foreign cooperation will continue to remain“Three Unchangeable Principles”,that is,“pursuit of diversified diplomatic strategies remains unchanged; external strategy of giving priority to the economy and achieving rapid and steady economic growth remains unchanged; the orientation of taking Russia as a national security guarantee,the U.S.as a driver of international prestige,and China as an external economic resource remains unchanged”.
The report points out that Dariga NAZARBAYEVA,Chairperson of the Senate of the Parliament of the Republic of Kazakhstan,thinks highly of the mutual learning and dialogue between China and Kazakhstan and supports Kazakhstan to learn from China's precious experience,and hopes to establish a bilateral training mechanism for high-level talents and start the project when the new President visits China.
The report suggests that China should make good use of the opportunity brought by Kazakhstan's political transition,during which it purses steady growth at a relatively moderate speed and benefits to its people,to strengthen close cooperation with Kazakhstan's young generation.The report also proposes to hold the China-Kazakhstan Jointly Building B&R International High-level Seminar based on the national high-end think tank platform of CASS.
The report has aroused great attention from the senior leaders,contributing to the realization of mutual benefits and win-win cooperation between China and Kazakhstan.
Policy Suggestions on Building Lianyungang into a B&R Security Industry Research and Manufacturing Base
The security industry is formed with the growth of social security demand,a new demand highlighted at present.It includes security pro-ducts and equipment and security services.Modern security industry is a high-tech industry that comprehensively applies such advanced technologies as electronic information,communication,computer and biological information,a wide-ranging industry group,including modern manufacturing industry,modern service industry,etc.,and an emerging indu-stry with fast scale growth,high profit margin added value and huge development potential.
On June 28th,2019,RDI,with the participation and support of Zhejiang University and the Lianyungang Research Society on Interna-tional Law Enforcement and Security Cooperation,formed the“Policy Suggestions on Building Lianyungang into a B&R Security Industry Research and Manufacturing Base”. The report analyzes the current characteristics and development trend of security industry in China and the international world,systematically analyzes the advantages and challenges of establishing a B&R security industry research and manufacturing base in Lianyungang,and puts forward relevant suggestions.It emphasizes the following points:1)taking Lianyungang base as a demonstration site to promote innovation of system and mechanism; 2)taking B&R as the carrier to enhance international expansion capability; 3)taking the enterprises as the main body to clarify the direction and path; 4)taking science and technology as the driving force to create an innovation-driven mode; 5)taking finance as the support to establish the investment and financing platform; and 6)taking talents as the foundation to promote international exchange within the industry.
The report has served as a valuable guidance for the senior leaders,and relevant suggestions have been turned into the practice of establishing the B&R security industry research and manufacturing base.
Research Report on the Construction of China-SCO Local Economic and Trade Cooperation Demonstration Zone
On June 10th,2018,President Xi announced at the Shanghai Cooperation Organization Qingdao Summit to support Qingdao to build a SCO Demonstration Zone.On July 24th,2019,President Xi presided over the 9th Meeting of the Central Committee for Deepening Overall Reform,and deliberated and approved the Overall Plan for the Construction of China-SCO Local Economic and Trade Cooperation Demonstration Zone,indicating that the SCO Demonstration Zone will be built into a new platform for the B&R international cooperation.As a new important strategic pivot for regions to the north of the Yangtze River to open up in depth,Qingdao enjoys the unique advantages of“Two-way Complementation between the East and the West and Internal and External Linkage of Land and Sea”.The construction of the SCO Demonstration Zone will enable convergence,interaction and co-development of the east and west in Qingdao,which is of great strategic significance to Qingdao,Shandong and even the whole country.
On August 25th,2019,through investigation and research,RDI and Policy Research Office of Qingdao Municipal Government formed the“Research Report on the Construction of China-SCO Local Economic and Trade Cooperation Demonstration Zone”based on the opinions of RDI experts at the Seminar on the Development of China-SCO Local Economic and Trade Cooperation Demonstration Zone held on August 13th,2019.
The report deeply analyzes the opportunities and challenges in the development of the SCO Demonstration Zone and summarizes ideas and suggestions on how to build the SCO Demonstration Zone into a new platform for the B&R international cooperation.It points out five key tasks for the government to undertake currently:1)establishing the Expert Consultation Committee; 2)reaching a consensus in understanding and uniting working forces; 3)establishing a unified foreign discourse system; 4)learning from world-class experience; and 5)properly preventing and resolving various potential challenges.
The report points out that the SCO Demonstration Zone is a major platform for China's opening-up,and suggests the following for the Central government:1)granting a number of special preferential policies; 2)establishing a coordination and promotion mechanism for the construction of SCO Demonstration Zone; 3)supporting the SCO Demonstration Zone in establishing a coordination and liaison mechanism with foreign countries; and 4)supporting Qingdao in bidding on hosting the 3rd Belt and Road Forum for International Cooperation.
The report was highly relevant to improving the development and construction of the SCO Demonstration Zone,so it was regarded as a good reference by the senior leaders for its first-hand study on this matter.
Research Report on Giving Play to Macao's Unique Advantages and Building Hengqin Free Trade Port with Chinese Characteristics
On March 24th,2015,Hengqin Free Trade Zone in Zhuhai was approved by the Political Bureau of the CPC Central Committee,and it is positioned as a new carrier and highland to promote diversified development of Macao's economy in a moderate way.On October 22nd,2018,in his inspection of Hengqin New Area,President Xi pointed out that“the original aspiration of developing Hengqin New Area is to create conditions for the diversified development of Macao's industries.Hengqin has the innate advantages for the cooperation between Guangdong and Macao,and we shall give it stronger policy support,enrich the content of cooperation,extend the dimension of cooperation,and develop emerging indu-stries,to energize the economic development of Macao.”[1]Thereby,the upgrade of Hengqin Free Trade Zone to a Hengqin free trade port with Chinese characteristics by giving play to its geographical advantage of being adjacent to Macao and the multi-culture and institutional advantages of Macao to build a new mode of Guangdong-Macao cooperation under the principle of“One Country,Two Systems”is of great significance for Macao to foster new advantages,play a new role,realize new development,and make new contributions in the national development strategy.
On September 18th,2019,RDI and Financial Affairs Bureau of Hengqin New District had an in-depth discussion on“How to Promote the Diversification and Internationalization of Macao's Industries with Zhuhai's support”and“How to Realize the Zhuhai-Macao Integration Construction through Institutional Innovation”,and formed the“Research Report on Giving Play to Macao's Unique Advantages and Building Hengqin Free Trade Port with Chinese Characteristics”.
The report analyzes the strategic positioning of Hengqin Free Trade Port,and puts forward suggestions and measures to deepen the Guangdong-Macao cooperation.It emphasizes that as a“new window”for the country's opening-up and a new bridge for deepening the Guangdong-Macao cooperation,Hengqin Free Trade Port should promote the two-way diversified industrial development both in Zhuhai and Macao and realize higher-level and more open international development through“Hierarchical Management”and“Joint Management”,and further promote Macao's integration into the overall B&R development and foster a new Zhuhai-Macao growth pole in the Guangdong-Hong Kong-Macau Greater Bay Area.
The report has put forward feasible advice for the development and construction of Hengqin Free Trade Port and further provided intellectual support for Hengqin's overall layout of development,hence it was held in high regard by the senior leaders.
Research Report on the Construction of Ningbo-Central & East European Countries Economic Cooperation Demonstration Zone
In June 2018,Ningbo officially launched the platform construction for the first“16+1”Economic Cooperation Demonstration Zone in China,which indicates that Ningbo's participation in the“16+1 cooperation”has entered a new historical stage of further deepening the connection with Central & Eastern European Countries.With Greece's participation as a full member state,the content of China-Central & Eastern European Countries cooperation mechanism has been continuously enriched and expanded,and“16+1 cooperation”has been upgraded to“17+1 cooperation”.Ningbo's“17+1 Economic Cooperation Demonstration Zone”has further highlighted its leading position and great development potential in practical cooperation between China and Central & Eastern European Countries in various fields.
On October 31st,2019,RDI formed the“Research Report on the Construction of Ningbo-Central & East European Countries Economic Cooperation Demonstration Zone”.The report provides constructive suggestions for Ningbo to implement the important deployment of China's new round of opening-up,to further implement the BRI and the China-Central & Eastern European Countries cooperation plan,so that it can actively integrate into the national strategy of high-quality integrated development of Yangtze River Delta,and to comprehensively improve the construction level of the Demonstration Zone.
The report suggests that Ningbo should adhere to the following construction principles:it should actively integrate into and serve the overall situation of national development; it should carry out two-way cooperation for mutual benefits and win-win results; it should let government provide guidance and enterprises play in the market; it should conduct green,low-carbon and environment-friendly development; it should move forward with reform as its orientation and demonstration its priority.Besides,it should give full play to its initiative,pioneering and leading advantages in cooperation with Central & Eastern European Countries,comprehensively promote its cooperation and exchanges in the fields of economy,trade,science,technology and culture with Central & Eastern European Countries and other European countries,and basically build itself into a China-Central & Eastern European Countries economic promotion center,a science and technology innovation center and a cultural exchange center,to gradually become the core carrier for China to share development achievements with Central & Eastern European Countries.Its long-term goal is to build the“17+1”Demonstration Zone into a new channel to promote BRI's integration into the European economic circle,a new platform to carry out the“17+1”economic cooperation measures,and a new highland for local exploration of innovation in the international cooperation system.The report suggests the following key tasks:1)upgrading the level of the China-Central & Eastern European Countries Investment and Trade Expo; 2)expanding the scale of bilateral trade; 3)improving its cooperation level in science and technology industries; 4)enhancing its hub function in terms of connectivity ; 5)promoting financial openness and innovation; and 6)strengthening the influence of cultural exchanges.In addition,the report also suggests corresponding measures to ensure the smooth implementation of the overall plan.
The senior leaders have put a high value on the report,and effectively translated its advice into policies and measures for the Ningbo Municipal Government to build its high-quality Demonstration Zone.
Overall Plan on Comprehensively Improving the Construction of Ningbo“17+1”Economic Cooperation Demonstration Zone
In order to implement the important deployment of China's new round of opening-up,fully implement the BRI and the China-Central & Eastern European Countries cooperation plan,actively integrate into the national strategy of high-quality integrated development of Yangtze River Delta,and comprehensively improve the construction level of the“17+1”Economic Cooperation Demonstration Zone,Ningbo Municipal Party Committee and Municipal Government and RDI jointly formulated the Overall Plan on Comprehensively Improving the Construction of Ningbo“17+1”Economic Cooperation Demonstration Zone(hereinafter referred to as the“Overall Plan”)under the guidance of RDI.
In terms of spatial layout and functional positioning,the Overall Plan proposes to construct a new spatial pattern of“One Park,Four Areas and Multiple Points”for coordinated development.“One park”refers to“Central and Eastern Europe International Science and Techno-logy Industrial Park”.“Four areas”include“Trade and Logistics Area in Ningbo Free Trade Zone,Cultural Exchange Area in Laowaitan of Ningbo,Dongqian Lake Conference and Exhibition Area,and Exhibition and Trade Area in Eastern New Town”.“Multiple points”cover areas such as“Meishan Bonded Area,Ningbo Airport-based Demonstration Zone,Yongjiang Science and Technology Innovation Corridor,and Cixi Binhai Economic Development Zone”.They give full play to their respective unique advantages in location,industry,trade,logistics and other aspects,promoting cooperation in key fields such as trade and investment,science and technology industry,and cultural exchanges with Central & Eastern European Countries,and provide functional support including resource elements and industrial supporting facilities for the construction of“17+1”Demonstration Zone.
With regard to important tasks,the Overall Plan proposes that Ningbo should continuously promote itself as the top choice for“17+1”Central & Eastern European Countries in terms of bilateral trade,indu-strial cooperation and cultural exchanges by focusing on such fields as opening-up channels,international trade,scientific and technological innovation,industrial cooperation and cultural exchanges,and rejuvenate its role as the embodiment of the ancient Silk Road,so as to fulfill its mission and undertake its responsibility of promoting China's B&R construction for and build a pattern of all-round opening-up.
In terms of measures,the Overall Plan proposes that Ningbo should improve organizational guarantee,seek support from relevant ministries and commissions for the construction of“17+1”Demonstration Zone,and establish a coordination mechanism with ministries,provinces and cities; it should innovate systems and mechanisms,strengthen close ties with the embassies and consulates of Central & Eastern European Countries to China and China's embassies to Central & Eastern European Countries,enhance cooperation with associations and chambers of commerce in Central and Eastern Europe,and establish a normal mechanism for multi-party communication and coordination; it should strengthen policy support,accelerate the replication and promotion of all kinds of experience and policies of open platforms for early and pilot implementation,actively seek to be granted the“Preferential Policy for Automatic Application”,and promote the Demonstration Zone to explore policy innovation in the fields of trade,investment,finance,personnel mobi-lity,etc.; it should strengthen publicity and promotion,continuously practice and summarize and refine the experience in Demonstration Zone construction in a timely manner,accelerate replication and promotion,and make full use of various mainstream media and emerging media for wide publicity and coverage on the construction of the Demonstration Zone,and guide and gather forces from all walks of life to participate in the construction of the Demonstration Zone.
The senior leaders have put a premium on the report for it provides favorable intellectual support for the overall promotion of the construction of the“17+1”Economic Cooperation Demonstration Zone in Ningbo.
Report on Establishment of China New Age Opening-up Demonstration Zone in Suzhou
Today's world is undergoing unprecedented changes in this century in that the international situation is complex and changeable,with increasing uncertainties and instabilities and continuously slowing down of the global trade.As a result,the manufacturing industry in China faces many constraints during its transformation and development,further increasing the pressure of its economic downturn.Suzhou,with open economy as its main support and manufacturing its main industry,is facing more severe challenges in its process of opening-up.
In order to answer the call of the times for high-quality opening-up,Suzhou Municipal Party Committee and Municipal Government invited RDI and held the High-level Consultative Conference—Suzhou Restart in the New Era in Suzhou on November 18th,2019.On the basis of in-depth research and study,RDI and Suzhou Municipal Party Committee and Municipal Government jointly completed the“Report on Establishment of China New Age Opening-up Demonstration Zone in Suzhou”on November 28th,2019.
The report proposes to establish the China New Age Opening-up Demonstration Zone in Suzhou,points out the significance of the Demonstration Zone,and systematically analyzes the basic conditions,target orientation,specific tasks and suggestions for its establishment.First,it is of strategic significance to establish the China New Age Opening-up Demonstration Zone in Suzhou to resolve China's economic and trade frictions with the U.S.On the one hand,as a major city suffering from China-U.S.economic and trade frictions,Suzhou is in urgent need to open wider to get out of the dilemma of China-U.S.frictions; on the other hand,due to the great pressure of transformation faced by manufacturing industry,Suzhou is in urgent need to explore new ways of opening-up to achieve high-quality development.In the long run,the overall goal for Suzhou to build China New Age Opening-up Demonstration Zone is:“by 2025,establishing an internationalized industrial system of manufacturing and service industries with more distinctive high-quality features,greatly improving its ability to resist external risks in terms of economy,and initially forming a comprehensive opening pattern with a larger scope and wider field at a deeper level,so as to build Suzhou into one of the top global cities in terms of comprehensive strength and development quality; by 2035,further enhancing the position of Suzhou in the global industrial chain,value chain and supply chain,and developing a more mature and stable new system of open economy at a higher level,making Suzhou a national model deeply integrated into economic globalization with competitiveness,innovation and influence,so as to play a synergistic role in helping build Shanghai into an outstanding world-class city.”
The senior leaders have make much account of the report,and its relevant suggestions has been adopted by the government to help Suzhou open up and restart.
China-U.S.Relations:Current Situation,Future Trend,and Policy Advice
Today's world featuring highly concentrated risks and challenges is moving forward to a multipolar one.China and the U.S.are the key players for a new round of world system adjustment.The trend of China-U.S.relations is the cornerstone to world peace and stability.On November 18th,2019,RDI formed a research report entitled“China-U.S.Relations:Current Situation,Future Trend,and Policy Advice”through in-depth research.
The report points out that the evolution of China-U.S.relations over the past 40 years shows that China's rise and the development of new globalization bring about increasing instabilities and uncertainties to the China-U.S.relations.There still exists the possibility of exchanges and cooperation between China and the U.S.in the complex situation.The common interests of China and the U.S.in the economic globalization remain unchanged,so does the demand for cooperation in seeking scientific and technological innovation and development in the wave of the 4th Industrial Revolution.

On October 22nd,2019,Newt GINGRICH,Republican Politician and former Speaker of the House of Representatives of the U.S.,published his book Trump vs.China:Facing America's Greatest Threat,Amazon's No.1 best seller in the category of Political Trades and Tariffs online.Based on the current political situation of the world and that of the U.S.,the author gives a series of views on U.S.-China relations,which aroused a national debate on the competition with China.The book,covering multiple fields such as politics,economy,science and technology,human rights,military,present the latest U.S. strategies on China and measures to tackle the challenges posed by China,serving as a plan of action for the U.S.Government and private sectors.Hence,it is an important reference for the analysis and judgment of China-U.S.relations and the international situation.RDI with CCID and Belt and Road International Think of CASS has translated this book for reference only.This book is of great significance to China's strategic adjustment in its relations with major countries,especially its effective adjustment in its relations with the U.S.and seeking new ways to promote mutually beneficial cooperation between the two countries in the situation where China is facing many pressures and challenges in China-U.S.relations.
