4.1　General Requirements

4.1.1　General layout shall be determined based on the general planning，the natural conditions at project site and the services outside fence.

4.1.2　General layout shall comply with the principles and requirements of land conservation，saving capital cost and reducing energy consumption.

4.1.3　General layout shall be determined in accordance with the following requirements:

1　The process flow requirements；

2　The safety separate space requirements for fire prevention，anti-explosion，safety，health and environmental protection；

3　The requirements for water supply，power supply，steam supply and effluent water drainage；

4　Integrated planning for transportation modes inside and outside fence including road，railway，waterway and pipeline；

5　Site topographical and geological conditions，and grading plan requirements；

6　Construction，maintenance，revamp and expansion requirements；

7　Production management and plant appearance requirements；

8　Plant future development.
