Abstract
Public employment training is an important issue related to economic and social development. China’s public employment training evolved from the enterprise-based vocational and technical training in the 1980s,however,it is from the 1990s that it started developing on a large scale. The public employment training system has become an organic part of China’s socialist market economic system. The core of public employment training management is to improve its quality,efficiency and effectiveness through scientific performance evaluation. In this book,public employment training scattered in various government department is systematically studied as a whole from the perspective of public employment service and with performance as the starting point. Firstly,untangles the main programs of public employment training in China in an all-round way,and by applying Theories of New Public Management and Public Economics,then analyzes the status and characteristics of its main operation processes and modes,thus summarizing its roles and revealing the problems of performance evaluation of public employment training in China. Secondly,using Logical Analysis Method,Kirkpatrick Evaluation Model,Analytic Hierarchy Process,Fuzzy Comprehensive Evaluation Method and Factor Analysis Method,conducts respective studies on the overall performance of Jiangxi public employment training and its influencing factors,the performance of Jiangxi public employment training institutions and its influencing factors,evaluates and compares the performances of the two ways that Hubei Provincial Government purchased training,and evaluates the effectiveness of different operation modes of public employment training practiced by enterprises in industrial parks. At last,based on the goal of improving the performance of public employment training,this paper probes into the systemic innovation of supply mode,payment mode and performance evaluation of public employment training,and studies the improvement and innovation of government supervision and organization,supervision means,supervision system and various software and hardware of public employment training in China by drawing on the related beneficial experience from developed countries.
In addition,in order to deepen the exploration on its performance,conducts thematic studies on key programs of public employment training in this book. Firstly,a thematic study is conducted on the training of migrant workers in the old areas of southern Jiangxi in an attempt to explore the vocational training of rural labor force and its performance. Through questionnaires on the training of migrant workers in the garment industry of Ruijin City,analyses the training performance and existing problems,and puts forward corresponding suggestions. Then,taking Company Y in Jiangxi Province as a case,conducts a topical study on the skills training and performance of its workers. Through interviews and questionnaires,analyses the current situation of workers’ skills in the company,and puts forward specific constructive suggestions on how to establish a staff skills upgrading system more in line with the needs of enterprises and the direction of industrial development. It is known that Shanghai has innovated in the management mode by adopting the form of personal training account in public employment training,which is of special research value. This book analyses the characteristics,problems and further development of vocational training in Shanghai,hoping to provide valuable experience for the improvement of public employment training in other districts.
